With an operating history extending back to 1992, Cencor is an Illinois-based commercial finance company providing customized and intelligent financing solutions to a broad range of companies.
Cencor is led by an experienced team of financial services professionals with 70+ years of collective leasing/financing experience. Our management team has worked with high levels of integrity throughout multiple business cycles and varied credit environments.
We have gained hands-on experience over the last 4 decades in all phases of the equipment financing industry with positions as officers and principals at large institutional as well as privately held leasing companies.
Jay Simner
Managing Member
Jay Simner, founder and Managing Member, supervises the operations of the company including sales and marketing, remarketing, funding strategy and the strategic growth of the firm. From 1994-2009, Jay was one of the original principal owners and Vice President of Relational Funding Corporation later known as Relational Technology Solutions (RTS). Prior to 1994, Jay was the principal owner of Cencor Capital Inc., a Los Angeles based operating lease lessor, which was merged into RTS. Jay has worked with private and institutional companies his entire career including Computer Leasing, Heller Financial and GE Capital.
Jay holds a BS degree in Accounting and Finance from Syracuse University.

Ray Fear
Director
Ray Fear, Director, heads the credit and underwriting functions. Ray has 40+ years of banking / finance experience, encompassing all facets of lending (credit, new account generation, portfolio maintenance) with an emphasis in healthcare lending. Ray was VP-Credit at DVI, Hitachi Capital and MEI Services, prior to starting C&R Credit and Financial Services, an independent lessor. From 1975-1991, Ray was Senior Credit Officer / Credit Manager primarily for Manufacturers Hanover Leasing Corporation and later Chase Manhattan Leasing Company. Ray joined Cencor in 2016 where he added a diverse group of skills towards expanding Cencor's client base.
Ray holds a BA degree in American History from Boston University.
